The South Carolina Policy Council (SCPC) is a 501(c)(3) state think tank established by Thomas A. Roe in 1986. Tom was also the Founding Chairman of State Policy Network. SCPC and SPN were founded to promote the principles of limited government, free enterprise, individual liberty, and private property rights in the state of South Carolina and throughout the United States.
The current SCPC Board of Directors recently undertook a strategic planning process and rededicated the organization to its original mission and vision in the belief that they are as important now as they were in 1986. Despite turmoil in Washington, DC, and abroad, the most important trend in policy making across America is a return to federalism and state-based authority, and there are ample opportunities to pursue local reforms and solutions to empower the citizens of South Carolina.
SCPC’s primary goal is to advance policies that remove barriers to growth and opportunity by uniting South Carolinians around ideas that enhance personal and economic freedom, finding ways to serve communities across the state by ensuring safe schools and safe streets, saving taxpayer dollars, encouraging new businesses and innovations, and championing entrepreneurs, investors and workers.
We will measure success by –
- making South Carolina the #1 state to start and run a business, raise a family, work, play, and retire
- moving South Carolina from the highest-taxed state in the Southeast to the lowest
- expanding school choice for all South Carolina parents and schoolchildren
- removing regulations that stifle innovation and job creation
- ensuring South Carolina’s government and elected officials represent its citizens openly, honestly, and transparently
- creating a legal environment that protects the civil and property rights of South Carolina’s citizens and businesses
