The Bluegrass Institute for Public Policy Solutions (BIPPS) was founded in 2003 to move Kentucky from a state of government dependency to one of opportunity and prosperity for individual Kentuckians by offering free-market solutions to the commonwealth’s greatest challenges.
About the Opening
BIPPS is seeking a dynamic Chief Executive Officer to lead the organization into its next phase of growth and impact. The CEO will work closely with the Board of Directors and President to advance BIPPS’ mission of promoting free-market solutions to Kentucky’s greatest challenges. This role offers the opportunity to shape policy initiatives, build partnerships, and drive the organizational strategy that will help Kentucky become the fastest-growing and most innovative state in America.
Key responsibilities include fundraising and development, financial oversight, personnel management, policy leadership, and research coordination. The ideal candidate will bring a proven track record of nonprofit leadership, a commitment to advancing free-market principles, and the ability to inspire and engage stakeholders.
The Executive Director will ideally work from Louisville, Lexington, or Northern KY. We will also consider strong candidates living elsewhere in the state provided they are willing to travel in-state as needed.
Responsibilities
- Fundraising and Development: The CEO will lead all fundraising efforts for BIPPS, including managing a development consultant and cultivating relationships with foundations and institutional donors. They will coordinate with the President of BIPPS as needed and track grant spending to ensure proper allocation and compliance.
- Budget: The CEO will collaborate with the treasurer to prepare and submit an annual budget to the board. They will also work with the CPA to produce accurate quarterly financial reports for presentation to the Board of Directors.
- Personnel: The CEO will oversee all personnel matters for BIPPS, managing employees and contract relationships. Additionally, they will ensure payroll information is submitted to the CPA biweekly for processing.
- Policy: The CEO will work with the Board and Directors to identify policy initiatives for BIPPS. Once initiatives are defined, the CEO will implement the internal processes to advance them. Until a dedicated policy director is hired, this responsibility will remain with the CEO.
- Research: The CEO will collaborate with the President, Board of Scholars, and contributors to complete and promote BIPPS research. The ultimate aim of this research is to shape and implement sound public policy.
Qualifications
The ideal CEO will possess the following characteristics:
- 5-10+ years of experience managing significant programs or projects, preferably within a free-market, nonprofit organization; we will also consider exceptional candidates with less experience
- Strong commitment to the principles of limited government, free markets, free enterprise and personal responsibility
- Capability to fundraise; willingness to “make the ask” on a regular basis
- Ability to build, grow, and organize a strong network of supporters
- Strong relationship-building skills and an outgoing, friendly personality
- Ability to network and form alliances with like-minded policy advocates in Kentucky and around the country
- Experience managing staff and building teams
- Excellent communication skills
- A self-starter attitude, personal responsibility and accountability, strong organizational skills, and a high sense of urgency
- An understanding of public policy and the political dynamics the affect change within a state; knowledge of/experience in Kentucky preferred
