Position Summary:
The Senior Energy Policy Analyst is responsible for driving energy policy reforms to maintain Pennsylvania’s role as the number one exporter of electricity. This role supports the organization’s mission by providing intellectual leadership and owning the narrative on state energy issues. The senior analyst plays a key role in crafting legislation, key research, and building credibility with key allies.
The Senior Energy Policy Analyst will report to the Vice President of Policy. This is a hybrid position based out of either the Harrisburg or Radnor office, with an option to work remotely two days per week.
Key Accountabilities:
- Position Commonwealth Foundation as the leading source of energy policy expertise in Pennsylvania and as a nationally recognized thought leader on energy and regulatory matters.
- Maintain intellectual expertise by staying current on state and federal regulatory proposals, policy developments, media coverage, and legislation.
- Conduct and oversee research on energy policies, including the implementation of a vision for Pennsylvania’s energy future, by working with internal staff and outside fellows.
- Produce rapid research and analysis to identify and seize opportunities, working with our policy, public affairs, and government affairs teams.
- Track trends related to energy production, infrastructure, grid reliability, energy affordability, regulatory restrictions, and permits.
- Cultivate allied relationships to identify opportunities for CF to partner with allies to provide timely analysis to fuel legislative change.
- Regularly update executives and staff on the status of key projects in conjunction with allied groups, including energy industry leaders.
- Represent the organization in public speaking, meetings with key legislators, and in media appearances.
Success Measure(s):
- Policy reforms to advance affordable and reliable energy production advance in the legislature.
- CF becomes a go-to resource for lawmakers on energy issues as signified by invitations to hearings, input on legislation, and other invite-only events.
- Industry allies increasingly seek CF input on policy reforms.
Key Competencies:
- Strong analytical and quantitative skills, including experience with Microsoft Office suite of products and statistical / data analysis software.
- Excellent written and oral communication skills, including the ability to communicate complex policy issues in a clear and compelling manner.
- Comfort navigating ambiguity, with the ability to work effectively – both independently and collaboratively – in a fast-paced, deadline driven environment.
- Excellent project management and organizational skills.
- A strong commitment to individual freedom, personal responsibility, and economic prosperity.
Qualifications:
- 3-5+ years of experience in an energy-related agency, engineering, energy policy research, or related field.
- Proven track record of success conducting and overseeing policy analysis, reports and other related products.
- Knowledge of the Pennsylvania policy preferred.
Physical Requirements (ADA Compliance):
- Ability to work at a computer for extended periods.
- Travel Requirements: Up to 25%
- Occasional lifting of equipment (up to 25 lbs).
- Manual dexterity to operate keyboards, mice, and other office equipment.
- Visual acuity to read technical documentation and screens.
Compensation
The projected base salary range for this role is $60,000-70,000, depending on experience and skills.
FSLA Status: Exempt/FT
