About the Organization
The South Carolina Policy Council (SCPC) is a 501(c)(3) state think tank established by Thomas A. Roe in 1986. Tom was also the Founding Chairman of State Policy Network. SCPC and SPN were founded to promote the principles of limited government, free enterprise, individual liberty, and private property rights in the state of South Carolina and throughout the United States.
SCPC’s primary goal is to advance policies that remove barriers to growth and opportunity by uniting South Carolinians around ideas that enhance personal and economic freedom, finding ways to serve communities across the state by ensuring safe schools and safe streets, saving taxpayer dollars, encouraging new businesses and innovations, and championing entrepreneurs, investors, and workers.
We will measure success by:
- Making South Carolina the #1 state to start and run a business, raise a family, work, play, and retire
- Moving South Carolina from the highest-taxed state in the Southeast to no income tax within two years
- Ensuring that tax revenues are spent efficiently and state agencies return to past widely accepted business standards when setting annual budgets
- Expanding school choice for all South Carolina parents and schoolchildren
- Removing regulations that stifle innovation and job creation
- Ensuring South Carolina’s government and elected officials represent its citizens openly, honestly, and transparently
- Creating a legal environment that protects the civil and property rights of South Carolina’s citizens and businesses
- Growing the SCPC brand and reputation as a best-in-class state-based think tank
About the Position: CEO
The SCPC Board of Directors seeks a mission-aligned executive with demonstrated experience in strategic thinking and implementation. The ideal candidate will need practical knowledge and understanding of executive leadership, nonprofit fundraising and management, as well as expertise in developing, marketing, and implementing market-oriented policy alternatives.
Given sufficient latitude and agency, the new CEO will be instrumental in sustaining the reputation and expanding the reach of a policy-focused state-based think tank dedicated to individual liberty, property rights, and free markets, and increasing prosperity for all South Carolinians.
The role requires an individual dedicated to state-based policy solutions that advance fiscal and regulatory reforms and a willingness to partner with like-minded organizations. The ideal candidate will be able to develop program strategies, lead a team, and work with diverse coalition partners.
The CEO will work from SCPC’s Columbia, SC office.
Key Responsibilities
- In collaboration with the Board and staff, fulfilling SCPC’s mission and vision
- In cooperation with the Board and staff, developing and implementing a strategic plan that integrates SCPC into South Carolina’s civic and policymaking culture and the broader community of like-minded organizations across the country
- Budgeting and financial management relevant to a nonprofit organization
- Relationship development with legislators, constitutional officeholders, and the Governor’s Office
- Executing a strategy and fundraising plan for our 501(c)(4), The Swamp Fox Initiative
- Leading existing staff and building a team to implement the organization’s strategic plan
- Overseeing communications, development, and events strategies
- Serving as the primary spokesperson for the organization, presenting and representing SCPC to local, state, and national audiences
- Developing and executing fundraising strategies and building relationships with donors and allied organizations
- Overseeing SCPC’s headquarters in downtown Columbia, SC
- Travel around South Carolina and elsewhere as needed; approximate travel: 20%
Requirements
- Passion for, and thorough understanding of the importance of, the organization’s mission and vision and the ability to implement them in the 21st century
- 5+ years of experience, including personnel management and project management, preferred; exceptional candidates with less experience will be considered
- Professional experience may come from a variety of backgrounds, including business, nonprofit, public policy, government, or related fields
- Proven fundraising and relationship-building experience
- Some familiarity with state policymaking, the State Policy Network community, and the Freedom Conservative movement
- Serving as the public face of an organization; public speaking and media experience preferred
- Willingness to live and work in South Carolina
Salary
The projected salary range for this role is $150,000 – $175,000 per year with performance incentives available. Compensation is based on the successful candidate’s educational background, experience, and skills.
