The Cato Institute is seeking a skilled and dynamic Email Marketing Manager to join our Marketing team. This individual will play a critical role in shaping our email marketing strategy, ensuring seamless communication with our audience, and enhancing engagement through thoughtful, data-driven campaigns. Reporting to the Associate Marketing Director, the ideal candidate will bring creativity, attention to detail, and expertise in Salesforce Marketing Cloud (Pardot) to manage multi-faceted campaigns aligned with the Institute’s mission and objectives.
This position is a hybrid role located in Washington, DC, with up to 3 days in the office based on the department’s needs
The projected salary range for this role is $75,000 – $85,000 per year. Compensation is based on the successful candidate’s educational background, experience, and skills.

Responsibilities
- Develop, execute, and manage newsletters, drip campaigns, and complex multi-stage email campaigns to engage diverse audiences.
- Collaborate with creative and content teams to translate briefs into actionable email marketing initiatives, providing clear direction and constructive feedback.
- Work with website and creative teams to create campaign-specific landing pages, ensuring alignment with overall marketing goals.
- Design and implement testing plans for email campaigns and landing pages, analyzing results to continuously optimize performance.
- Partner with marketing and communications team members to support broader campaigns and programs.
- Manage intake of email and CRM-related requests from departments outside marketing, ensuring proper quality control and alignment with objectives.
- Leverage audience segmentation and persona data to inform email strategy, tailoring messaging to maximize impact.
- Stay up-to-date on industry best practices in email marketing, thought leadership, and demand generation strategies.
- Handle multiple projects simultaneously while meeting deadlines and maintaining high-quality standards.
Requirements
Education and Experience
- Minimum of 3 years of experience in email marketing and CRM management.
- A bachelor’s degree in a related field.
- Proficiency in Salesforce Marketing Cloud (Pardot) is required.
- Proven experience building newsletters, drip campaigns, and multi-stage email strategies.
- Strong understanding of creative briefs, with the ability to ask clarifying questions and provide actionable feedback.
- Experience collaborating with web teams to create landing pages that align with marketing campaigns.
- Demonstrated success in developing and executing testing plans for emails and landing pages.
- Strong familiarity with libertarian or classical liberal ideas and public policy perspectives.
Skills
- Excellent project management skills with the ability to balance multiple initiatives and deadlines.
- Strong interpersonal skills for cross-departmental collaboration, including intake of requests and gathering project assets.
- Deep knowledge of audience segmentation and incorporation of persona insights into email strategies.
- Expertise in thought leadership and demand generation best practices for email marketing.
