Job Overview

C3 Solutions seeks a Congressional and External Relations Director to join our growing team. The ideal candidate would have a passion for economic freedom and environmental stewardship, entry-level experience in energy and environmental policy, and a desire to develop expertise in the intersection between public policy, coalitions, and communications.

The director should be able to work proactively to develop relationships on the Hill, within the administration, and with external partners, including industry, think tanks, and academia. Responsibilities include promoting our policy and communications products with congressional staff, drafting collateral materials, representing C3 Solutions at events, attending coalition meetings, drafting letters, and coordinating meetings with a strong focus on developing Hill relationships.

The position reports to the President of C3 Solutions. This role is located in Arlington, VA but C3 will consider a virtual office within reasonable proximity of Washington, DC for the exceptional candidate.

Responsibilities

Government Relations

  • Develop and maintain relationships with Members of Congress, committee staff, and relevant caucuses to advance CS3’s policy priorities.
  • Conduct regular Hill outreach to promote policy reports, white papers, coalition letters, and op-eds.
  • Build Relationships with executive branch officials and DOE, USDA and DOI agency staff.

Coalitions:

  • Represent the organization in key coalition, industry, and policy meetings in Washington, DC.
  • Build and maintain relationships with external stakeholders and partners.
  • Travel as needed to events, conferences, and coalition gatherings outside of DC.

Research & Communication:

  • Maintain expertise on assigned policy topics. Contribute regularly to C3’s online news magazine with policy analysis and commentary.
  • Identify and develop new research opportunities aligned with C3’s mission.
  • Respond to policy inquiries from the media, lawmakers, and coalition partners.

Qualifications and Skills

  • 2+ years of experience in public policy, political science, communications, government affairs, or related field
  • Bachelor’s degree required; relevant advanced degree preferred but not required
  • Demonstrated excellence in research, writing, and editing for public audiences
  • Familiarity with the legislative process and experience engaging with federal policymakers
  • Strong interpersonal skills and ability to work both independently and collaboratively
  • Willingness to travel approximately 10% for coalition and stakeholder engagement

Compensation: The projected salary range for this role is $65,000 – $120,000 per year. Compensation is based on the successful candidate’s educational background, experience, and skills.
