About the John Locke Foundation:
The John Locke Foundation is a non-profit 501(c)(3) research institute named after the influential English philosopher John Locke. Our mission is to promote individual liberty, limited constitutional government, and free-market solutions in North Carolina. We are dedicated to conducting rigorous research, advocating for sound public policies, and fostering informed public discourse. The Foundation is funded by a diverse network of individuals, foundations, and corporations who share our commitment to upholding the principles of liberty and constitutional governance principles. We do not accept government funds or contributions that could compromise the independence of our research and advocacy.

About the Role:
The John Locke Foundation seeks a dynamic and experienced Director of Government Affairs to lead our engagement with government officials, policymakers, and relevant stakeholders. This role is crucial in advancing our mission of promoting liberty and limited government in North Carolina. The Director of Government Affairs will develop and implement strategies to influence policy decisions and cultivate relationships that align with the Foundation’s values.

This role is based in Locke’s Raleigh, North Carolina office with the option to work from home up to 2 days a week.

Key Responsibilities:
Government Relations Strategy: Develop and execute comprehensive government affairs strategies that align with the Foundation’s vision and objectives. Monitor legislative and regulatory activities, primarily within state government, and identify opportunities to advance the Foundation’s priorities.

Policy Advocacy: Represent the Foundation’s perspectives and policy recommendations to government officials, legislators, and relevant agencies. Advocate for policies that promote individual liberty, limited government, and free-market principles.

Relationship Building: Build and maintain effective relationships with elected officials, government agencies, advocacy groups, and other stakeholders. Collaborate with like-minded organizations to amplify the Foundation’s influence and advance common goals.

Legislative Analysis: Analyze proposed legislation and regulatory initiatives to assess their alignment with the Foundation’s principles. Provide timely analysis and recommendations to internal teams and external partners.

Coalition Building: Collaborate with external partners, allies, and coalitions to build consensus and support for the Foundation’s policy positions. Participate in relevant events, conferences, and working groups to strengthen relationships and broaden the Foundation’s reach.

Public Outreach: Contribute to public education and awareness efforts through media interviews, public speaking engagements, op-eds, and other communication platforms. Articulate the Foundation’s positions and engage in informed discussions on policy matters.

Policy Research Support: Collaborate with the Foundation’s research teams to provide insights and guidance on policy research projects. Ensure policy recommendations are well-informed, evidence-based, and aligned with the Foundation’s mission.

Qualifications:

  • 3+ years of proven experience in government affairs, public policy, or advocacy, with a strong understanding of the legislative and regulatory processes
  • Degree in Political Science, Public Policy, Law, or a related field preferred
  • Demonstrated knowledge of North Carolina state and local government structures, political landscape, and policy issues
  • Exceptional communication skills, both written and verbal. Ability to articulate complex policy issues clearly and compellingly
  • Strong interpersonal skills and the ability to build relationships with diverse stakeholders, including government officials, policymakers, and advocacy groups
  • Strategic thinker with the entrepreneurial ability to develop and execute effective advocacy strategies
  • Commitment to the Foundation’s mission and principles of individual liberty, limited government, and free-market solutions

We provide consulting and recruiting services at no cost to 501(c)3 nonprofit organizations that clearly and directly focus on advancing the principles of economic freedom, free enterprise, free trade, free speech, property rights, rule of law, and limited regulation. (We do not work with political organizations, organizations with mission statements that do not clearly advance free-market principles, organizations that focus on social issues, or organizations that have a focus outside of the United States. We are not a job board. )
