Job Overview
C3 Solutions seeks a Policy Analyst to join our policy team in Arlington, VA. The successful candidate will conduct research, draft high-quality written content, and engage directly with policymakers, coalitions, and the media to support our mission. This role blends policy analysis, writing, and external representation, offering a unique opportunity to contribute to meaningful policy change. Experience with energy policy preferred, particularly in electricity markets, energy innovation and R&D policy, and permitting reform.
A successful candidate will be responsible for completing impactful policy projects, producing blog posts, op-eds, reports, and other publications, and providing testimony, speaking to the media, and representing C3 Solutions before key stakeholders. In addition to general research and writing responsibilities, the Policy Analyst will take ownership of specific policy topics and coalition relationships.
The position reports to the President of C3 Solutions. This role is located in Arlington, VA but C3 will consider a virtual office within reasonable proximity of Washington, DC for the exceptional candidate.
Responsibilities
Public Policy:
- Support C3 Solutions’ policy objectives through research, writing, and monitoring legislation in Congress.
- Draft reports, briefs, op-eds, and other materials that communicate C3’s policy positions clearly and persuasively. Collaborate with the policy team on reports, white papers, op-eds, and events.
- Meet with Members of Congress, congressional staff, Administration officials, and media to present C3’s perspectives.
Coalitions:
- Represent the organization in key coalition, industry, and policy meetings in Washington, DC.
- Build and maintain relationships with external stakeholders and partners.
- Travel as needed to events, conferences, and coalition gatherings outside of DC.
Research & Communication:
- Maintain expertise on assigned policy topics.
- Contribute regularly to C3’s online news magazine with policy analysis and commentary.
- Identify and develop new research opportunities aligned with C3’s mission.
- Respond to policy inquiries from the media, lawmakers, and coalition partners.
Qualifications and Skills
- 2+ years of experience in public policy, political science, communications, government affairs, or related field
- Bachelor’s degree required; relevant advanced degree preferred but not required
- Demonstrated excellence in research, writing, and editing for public audiences
- Familiarity with the legislative process and experience engaging with federal policymakers
- Strong interpersonal skills and ability to work both independently and collaboratively
- Willingness to travel approximately 10% for coalition and stakeholder engagement

Compensation: The projected salary range for this role is $65,000 – $120,000 per year. Compensation is based on the successful candidate’s educational background, experience, and skills.
