Americans for Prosperity Foundation (AFP Foundation) is committed to preserving an Internet that is free from excessive federal regulations, including so-called network neutrality or open Internet requirements. The technology policy analyst must be proficient on this issue and the so-called media reform movement that is pushing it. Additionally, they must also be able to integrate technology issues into the larger AFP Foundation mission of lower taxes and less government. </p>
<p>ESSENTIAL RESPONSIBILITIES:</p>
<ul>
<li>Track federal and state legislative and regulatory technology issues</li>
<li>Update national and state staff on relevant developments</li>
<li>Draft appropriate written materials, including: talking points, op-eds and blog posts</li>
<li>Represent AFP Foundation and AFP at congressional and coalition meetings</li>
<li>Speak at relevant events and in the media</li>
<li>Demonstrate a flexible work ethic to assist on other projects as needed</li>
</ul>
<p>POSITION REQUIREMENTS:</p>
<ul>
<li>2-4 years of experience working on relevant policy issues</li>
<li>Working knowledge of network neutrality, media reform, municipal broadband, national mapping, fairness doctrine, diversity, telecom reform, and related issues</li>
<li>Ability to leverage social media to disseminate policy information and organize issue campaigns</li>
<li>Integrity, humility and an entrepreneurial attitude</li>
<li>Outstanding written and oral communication skills</li>
<li>Ability to work independently on special projects with minimal direction </li>
</ul>

The candidate will work for the Center as part of the Center for Open Government, as well as engage in co-development projects with partner nonprofits.   As outlined below, the successful candidate has a full array of technological projects to develop during this 12-month fellowship. The fellowship pays 40-50k depending on background and qualifications.</p>
<p>This role will be located in our Portland, Maine office.  The Technology Fellow will be a fulltime position. </p>
<p>The qualified applicant must:</p>
<ul>
<li>Learn how to coordinate web site and software development from a several vendors</li>
<li>Coding skills that apply to modern or “now” software and services such as iphone applications and social web APIs </li>
<li>Have excellent communication skills </li>
<li>Have a grasp of online promotional and social networking environments and using them to support the overall program</li>
<li>Willingness to learn and discover innovative uses of technology to support advocacy</li>
<li>Showing a willingness to incorporate development methodology in shared projects, including using source control and participating in peer code reviews</li>
</ul>
<p>The Maine Heritage Policy Center has proven itself very innovative and effective to date with only limited technology usage.  With an Technology Fellow we can more effectively harness technology to exponentially maximize our outreach and advocacy efforts.  </p>
<p>The productivity goals for the Technology Fellow would be to complete at least three of the nine possible projects (which will be explained to finalists) within the first six months and six within the first year. </p>
<p>Ideal candidates will have:</p>
<ul>
<li>Web development experience with CSS and JavaScript/AJAX</li>
<li>Software development experience with Java, Objective-C or C#</li>
<li>Use of the Android, iPhone or other mobile SDKs</li>
<li>Experience with web APIs (Google Maps, Google Earth, YouTube, Latitude, etc) </li>
</ul>
