This Center is a division of the Institute which conducts research and holds forums on state and local issues such as public education and school choice, social policy, housing, infrastructure finance, prisoner re-entry programs, immigration and fiscal analysis. The work of the Center will build on past successful efforts of the Manhattan Institute in influencing public policy in such areas as crime reduction and welfare reform. </p>
<p>The Center director will be responsible for closely monitoring developments in local and state government, with a special emphasis on identifying innovative policies and practices. The director will be responsible for writing op-eds and other forms of policy journalism for such forums as local newspapers, television, radio and conferences. </p>
<p>The successful candidate: </p>
<ul>
<li>should have a background in managing a public policy research center focused on U.S. city and state governments and related topics;</li>
<li>should be familiar with current issues in such areas as those cited above, as well as public sector management approaches and quantitative methods used in program assessment and evaluation and social science research</li>
<li>should be prepared to manage relationships with Institute fellows and contract employees and to serve as an ambassador for the Institute with representatives from city and state administrations across the country.  </li>
</ul>
<p>This position reports to the Institute vice-president for policy research. </p>

Americans for Prosperity Foundation (AFP Foundation) is committed to preserving an Internet that is free from excessive federal regulations, including so-called network neutrality or open Internet requirements. The technology policy analyst must be proficient on this issue and the so-called media reform movement that is pushing it. Additionally, they must also be able to integrate technology issues into the larger AFP Foundation mission of lower taxes and less government. </p>
<p>ESSENTIAL RESPONSIBILITIES:</p>
<ul>
<li>Track federal and state legislative and regulatory technology issues</li>
<li>Update national and state staff on relevant developments</li>
<li>Draft appropriate written materials, including: talking points, op-eds and blog posts</li>
<li>Represent AFP Foundation and AFP at congressional and coalition meetings</li>
<li>Speak at relevant events and in the media</li>
<li>Demonstrate a flexible work ethic to assist on other projects as needed</li>
</ul>
<p>POSITION REQUIREMENTS:</p>
<ul>
<li>2-4 years of experience working on relevant policy issues</li>
<li>Working knowledge of network neutrality, media reform, municipal broadband, national mapping, fairness doctrine, diversity, telecom reform, and related issues</li>
<li>Ability to leverage social media to disseminate policy information and organize issue campaigns</li>
<li>Integrity, humility and an entrepreneurial attitude</li>
<li>Outstanding written and oral communication skills</li>
<li>Ability to work independently on special projects with minimal direction </li>

<p>Candidates for this position must demonstrate:</p>
<ul>
<li>A sincere interest in a wide-ranging array of domestic public policy issues, with an ability to master the issues in sufficient detail so as to be able to effectively translate this knowledge to donors and prospects and use this information to effectively compile research about future funding targets.</li>
<li>The ability to efficiently manage multiple projects, simultaneously, to completion.</li>
<li>The ability to write exceptionally well and speak effectively-both over the phone and in face-to-face meetings.</li>
<li>Superb organizational skills.</li>
<li>An outgoing personality, good judgment, and a willingness to pitch in where needed.</li>
<li>The desire to act as an ambassador for the institute at private and public events and one on one with individual donors and prospects.</li>
