The Pension Integrity Project at Reason Foundation offers pro-bono consulting to public officials and other stakeholders to help them design and implement pension reforms that improve plan solvency and promote retirement security. The team’s work includes customized analysis of pension solvency and reform policy design, independent actuarial modeling of reform scenarios, assistance with stakeholder outreach, engagement and relationship management, and more.

About the Opening

This Policy Analyst will work with the Pension Integrity Project team to translate complex actuarial analysis content into comprehensible materials for policymakers, labor leaders, and any other stakeholders for a public sector pension plan. The role involves working with team members producing quantitative analysis as well as providing technical assistance to policymakers and their staff, plan administrators, labor leaders, plan participants, and other direct stakeholders by effectively communicating to them the challenges that pension plans face and how proposed changes would influence projected solvency.

Responsibilities

  • Work with the quantitative analysts on the project team to develop actuarial forecasts, stress tests, or sensitivity analysis from proposed plan design or plan method changes.
  • Write ‘plain English’ reports and create presentations that report the actuarial analysis results for elected officials and stakeholders interested in pension plan solvency
  • Work with elected officials and interested stakeholders, alongside other project team members, in a support capacity for those seeking to implement meaningful changes that will improve solvency and reduce risks
  • Author research papers, commentaries, or other written products related to public sector pension finance and pension reform topics
  • Regular travel to state capitol cities will be required

Qualifications / Competencies

A strongly qualified candidate will have:

  • 5+ years experience working in the non-profit research sector or private sector in an policy capacity that required engaging policymakers
  • Working knowledge of public sector pensions, pension reform, and pension finance (preferred but not required)
  • Master’s degree in public policy, politics, economics, or equivalent field is preferred; candidates with only a bachelor’s degree but with strong relevant experience will be considered
  • Clear and concise writing skills
  • Proven relationship building skills

  • Negotiable; could be work from home, or work from Reason’s offices in Washington D.C. or Los Angeles
  • Project team members are currently located in Arizona, California, Colorado, D.C. and New York
  • Salary will be based on level experience

About the Opening

The Quantitative Analyst will work with the Pension Integrity Project team to develop actuarially driven analysis of public sector pension plans. The role involves working with pre-built actuarial models, coordinating with consulting actuaries, reviewing and determining the underlying problems with a pension plan facing insolvency, and providing technical, quantitative support to project team members who are interfacing with elected officials on implementation projects.

Responsibilities

  • Work with pre-built actuarial models — either in Excel or R — of public sector pension plans to stress test plan solvency, develop forecasts of pension plan finances based on various changes to the plan design, analyze cost and contribution rate changes based on various changes to the plan design or asset shocks, analyze replacement rate comparisons from proposed benefit changes
  • Work with consulting actuaries to design proposed changes to a pension plan, and guide their modeling work
  • Author research papers, commentaries, or other written products related to public sector pension finance and pension reform topics

Qualifications / Competencies

A qualified candidate will have:

  • 2-5 years experience working in an analyst capacity in the non-profit research sector or private sector; quantitative experience preferred
  • Strong operational knowledge of Excel; some knowledge of R or other statistical programs is a plus but not required
  • Working knowledge of public sector pensions, pension reform, and pension finance (preferred but not required)
  • Master’s degree in public policy, politics, economics, or equivalent field is preferred; candidates with only a bachelor’s degree but with strong quantitative analysis skills will be considered
  • Clear and concise writing skills

About the Opening

Yankee Institute seeks a Director of Policy and Research to lead the Institute’s policy research and legislative outreach teams. This position will be responsible for identifying, developing and implementing strategic opportunities related to advancing free-market policy in Connecticut.

The Director will oversee work on Yankee’s core policy platforms, including fiscal health, labor reform and education choice.

Duties and Responsibilities:

    • Formulate Yankee’s overall policy strategy and subsequently coordinate on legislative strategy
    • Work with Yankee’s team of authors and researchers to compile data, write and edit policy papers, policy briefs and additional supporting literature for Connecticut legislators and Yankee audience
    • Serve as a liaison with national policy experts, actively engaging them in advancing free-market policy solutions in Connecticut
    • Write op-eds, legislative testimony and supporting literature for Yankee publications
    • Serve as subject matter expert on Yankee’s core policy platforms, including fiscal health, labor reform and education choice for media appearances and meetings with legislators and Yankee donors
    • Create and deliver presentations on Yankee’s research and publications
    • Develop relationships with Connecticut lawmakers
    • Manage Yankee research and legislative outreach staff

 Qualifications  

    • 10+ years of experience, including significant experience in a public policy setting
    • Proven ability to manage a staff
    • Extensive knowledge of free-market principles
    • Policy knowledge of fiscal issues, labor reform and/or education choice preferred but not required
    • Strong program management, critical thinking and organizational skills
    • Superior communication skills
    • Humility and sense of humor
    • Bachelor’s degree; advanced degree in economics, political science or related field preferred

Director, e21 – The Manhattan Institute – Washington, DC

The Manhattan Institute seeks a Director for e21, an online publication applying a journalistic lens to economic policy. The successful applicant will have the exciting opportunity to lead a relaunch of the site intended to establish it as the go-to source for economic commentary on the center-right.

The Director will be responsible for soliciting and editing op-ed or short essay length pieces on economic policy, with an emphasis on digestible content similar to that found in publications like Vox or the New York Times’ Upshot. In addition to authoring their own content, the Director will work with Manhattan Institute scholars as well as a roster of outside contributors to produce timely content that illuminates the policy issues of the day in a fashion accessible to an educated layman. They will also oversee a small staff that is responsible for technical responsibilities such as getting content online and producing a daily email digest of e21 material.

The position will be based in the Manhattan Institute’s Washington D.C. office and the Director will be expected to liaison with the DC policy community through meetings and events. It will also require occasional travel to the Institute’s headquarters in New York City.
